Advisory Committee Members

The Foundation’s Board of Trustees has the role of governing the Foundation; however, the foundation also employs Advisory Committees to provide sound advice on Foundation grants and programs. Advisory Committees have been established to review country grants, cross-border grants, and programs of the Caucasus Resource Research Center.

Behije Aliyeva
UNFPA, Project Manager

Ms. Behica Aliyeva has a wide expertise in gender-focused programs in Azerbaijan. She has been involved in this field for the past several years and has a broad knowledge of women NGOs in the country, as well as new trends and developments in the field of GBV across the world.

Fuad Suleymanov
Open Society Institute (OSI), Civil Society/Law/ Debates Programs Director

Mr. Fuad Suleymanov was born in Baku on February 16, 1972. In 1994, he graduated from the Baku State University law faculty. After the graduation Mr. Suleymanov became an aspirant at the National Academy of Sciences of Azerbaijan Republic. Since 1997, he worked as scientist at the Institute of Information and Social Political Research of the Azerbaijan Republic. Starting from 1999, he has served as the Civil Society/Law/Debates Programs Director at OSI.

Galib Efendiev
Revenue Watch Institute, Regional Director for Caucasus and Central Asia

Galib Efendiyev is a Revenue Watch Institute Regional Director for Caucasus and Central Asia Galib Efendiev, graduated from Rutgers University in USA, majoring in Finance and Management. For more than ten years he has worked for Open Society Institute in Azerbaijan. Most recently he started to work as a Regional Coordinator for Caucasus and Central Asia of Revenue Watch Institute, a US-based organization that works globally with resource-rich countries to offset impacts of the “resource curse”.

Ilgar Agassiyev
Counterpart International Azerbaijan, Chief of Party

Mr. Ilgar Agassiyev is Chief of Party at the Counterpart International. He is a professional humanitarian and advocacy worker with 12 years of experience in program planning, monitoring and evaluation of civil society, education and community development projects. He has worked as Grants Manager for Counterpart and a Program Officer for UNHCR, IOM, OSCE/ODIHR, World Bank funded projects and as a Government Affairs Officer for Exxon Mobil in Azerbaijan. His recent job is related with the overall supervision within the framework of USAID funded Civil Society project implemented by Counterpart International. Mr. Ilgar Agassiyev graduated from the Azerbaijan University majoring in International Economic Relations.

Saida Bagirli
World Bank, Acting Country Manager

Ms. Saida Bagirli has an education background and holds a Masters Degree from the Azerbaijan State University of Languages. She started her professional career as a lecturer at the University of Languages and continued it in the private sector thereafter. After a short managerial experience at a commercial bank, she moved to the Representative Office of the International Monetary Fund and worked in an administrative position for four years. Ms. Bagirli joined the World Bank in 1997 as an Administrative Officer and moved to Operations in 2000. As an Operations Officer she has been in charge of internal and external communications, country program monitoring, civil society development, administration and management of the Bank’s Civil Society Fund small grants program and, lately, has focused on portfolio evaluation and monitoring. She also acts for Country Manager in his absence. Ms. Bagirli’s education background includes many Bank trainings and learning courses, including on Strategic Communications, Operations Management, Monitoring and Evaluation, Gender, Fundamentals of Economics, etc. She represents the Bank at international events.

Shahin Rzayev
Institute for War and Peace Reporting (IWPR), Country Director

Mr. Shahin Rzayev was born in Baku on April 22, 1965. In 1989, he graduated from the Azerbaijan State Oil Academy. Mr. Rzayev worked as a journalist for such newspapers as Echo, Seven Days, Zerkalo and Azadliq. Since 1999, Mr. Rzayev has served as the Country Director of the Institute for War and Peace Reporting.
