Ms. Naila Hashimova has nearly 20 years of professional experience in international development assistance in the Caucasus and Central Asia, with particular expertise in non-profit management, strategic planning, public policy development and capacity-building. She has supervised programs aimed at strengthening civil society’s ability to advocate effectively for public oversight of and engagement with the government around issues of civic participation, good governance, human rights, and democratization. She has also been extensively involved in building capacity of CSOs, both in Azerbaijan and a wider Caucasus region, as well as the countries of Central Asia, designed training modules and delivered numerous trainings for civil society organizations to address capacity gaps, including the areas of effective advocacy and public campaigning around the issues of social policy, monitoring and evaluation of development assistance programs, CSO governance, program and financial management. Naila Hashimova has experience working with international institutions such as the World Bank, the European Commission and USAID, as well as a wide range of corporate donors. She earned her MD from the State Medical University in Azerbaijan and also lived and studied in Norway, Russia and Wales.
Country Program Director (Caucasus Research Resource Centers)
Mr. Nasibov holds a bachelor degree in International Relations from the Academy of Public Administration under the President of the Republic of Azerbaijan and a master degree in Political Science – European Politics and Policy-Making from the University of Manchester. He has more than 5 years experience in research and civil society in Azerbaijan, and was part of several research and evaluation projects. His areas of academic interest cover EU external governance, Europeanization, International Relations and Civil Society. In addition, he is specializing in project designing, organizational strategy development and evaluation. For a short period, he taught Contemporary International Relations and Geopolitics at the Odlar Yurdu University and Foundations of Security Studies and Ethnopsychology at the Khazar University at different times. Mr. Nasibov attended many international academic and policy-focused conferences, presenting on his areas of specialization.
Program and Grants Manager
Naila Huseynova holds both her bachelor’s and master’s degree in International Law from Baku State University. She started her cooperation with Eurasia Partnership Foundation since 2004 as Administrative Assistant. She worked as Grants Manager of various programs in Eurasia Partnership Foundation between 2005 and 2012. During 2013- 2016, Naila worked as Operation, Grants and Purchasing Manager in the project of “Building Local Capacity for Development”, implemented by Chemonics International Inc. In June, 2016 she joined Eurasia Partnership Fund again as Progam and Grants Managers
Elnara Salimova has 6-years experience in finance field. She worked in various local and international non-governmental organizations as a finance employee. She works as a finance manager of Eurasia Partnership Fund since December, 2015. Elnara holds her bachelor’s and master’s degree from Baku State University. She also attended in a number of local and international finance courses as a student and obtained certificates.
Project Coordination Specialist
Mrs. Gulnara Ismailova is a Project Coordination Specialist at the Eurasia Partnership Foundation since November 2016. She holds Diplomas in Political Science from Baku Institute of Political Science and Management and BA in International Economic Relations from Western University in Baku. Gulnara Ismailova is currently pursuing International Facilitator degree at Theodor Heuss Kolleg (Germany). In 2003-2016 she has worked as the Head of HR unit in Oxfam Azerbaijan, Lebanon, UK offices, Country Representative for Norwegian Educational Program and Business Development Manager at Young Business Factory. Gulnara Ismailova has provided number of trainings for CSOs on organizational development, mentoring, human resource management, project management, coaching and etc.
Mrs. Ismailova is also a member of Azerbaijan Project Management Association.
Lucy, originally from the UK, works began working as EPF/CRRC’s part-time Development Officer after completing a Research Fellowship with the organization over summer 2016. She is currently pursuing a Masters in Public Policy at ADA University in Baku, where her research focus is on gender and urban policy. Before arriving in Baku in 2015 she worked at a number of NGOs in Berlin and elsewhere the transparency and open data space, and worked as a Political Risk Analyst in London focussing on the CIS region. After studying languages at undergraduate level at the University in Durham she speaks fluent Spanish and Russian, and is currently doing her best to learn the Azerbaijani language.
