Application guidelines

The ‘’open-door’’ process consists of two stages: the inquiry stage and the proposal stage. An inquiry is a brief description of a project idea using EPF inquiry form. A proposal is a detailed explanation of a project including all of the Foundation’s required application materials.

Inquiry Stage

To apply for a grant, applicants must first submit an inquiry form. A hard copy of the inquiry form could be obtained from the Foundation. If the project corresponds with the Foundation’s goals and other programmatic considerations, a full proposal will be requested within a month of inquiry receipt. A request for a proposal reflects a technical decision by the Foundation to review the proposal and does not presuppose the results of the review process. At the inquiry stage, the Foundation may also request additional information or may take a final decision not to request a proposal.

If an inquiry does not fit the Foundation’s goals and programmatic considerations, applicants will receive a letter indicating the Foundation’s decision not to request a proposal.

Proposal Stage

If the inquiry form is approved, the Foundation requests a detailed proposal from the applicant. Proposals may be submitted in English or Russian. Proposals submitted in language other than English or Russian should be accompanied by English or a Russian translation. Grant seekers should supply only one copy of the proposal.

The proposal will be considered promptly by Foundation staff. It is EPF’s policy to complete preliminary review within six weeks. At that time, it will either notify the applicant of a decision or request further information about the program. Requests for additional information do not imply that the Foundation will or will not support the program. They simply indicate that additional information is necessary to complete the review. Completion of final review will depend on the strength of the original proposal and the speed with which grant seekers respond to requests for additional information.

When a proposal is selected for funding, grantees sign a grant agreement with the Foundation which outlines the grantee’s responsibilities in carrying out the project, a final budget and a timetable for grant payments and reporting. All grantees are required to attend a grants management seminar on financial and programmatic reporting requirements at one of the Foundation’s field offices. Failure to attend the grants management seminar may result in withdrawal of the grant award.

Eligibility

The Foundation does not support:

  • Construction or renovation of facilities
  • Endowments
  • Existing deficits
  • Organization’s recurrent costs, which are not associated with project activities

The Foundation does not award grants for:

  • Medical and Psychological Projects
  • Scientific/Technical Training and Research
  • Historical Research
  • Educational Exchanges and Long-Term Training Abroad
  • Grants to Sectarian Organizations
  • Grants to religious organizations for religious work
